Finloop joins Hong Kong tokenised settlement pilot

2026-11-03 02:50

Finloop Finance Technology Holding Limited has joined EnsembleTX, the Hong Kong Monetary Authority's pilot programme for testing tokenised transactions settled with tokenised deposits and real-value assets, placing the firm among companies exploring how regulated digital money could support institutional asset markets.

The initiative moves Finloop's tokenisation work into a controlled environment designed for transactions with real economic value rather than proof-of-concept demonstrations. The company said it plans to use its technology stack to support the compliant issuance and distribution of tokenised assets among institutional participants, initially concentrating on products such as tokenised money market funds.

EnsembleTX is the pilot phase of the HKMA's wider Project Ensemble, a tokenisation programme launched in August 2024. The authority introduced EnsembleTX in November 2025 to test whether tokenised deposits can be used to settle transactions involving tokenised financial assets with more automated and continuous treasury operations.

For Finloop, participation connects its asset-issuance and distribution platform with a regulatory-led testing framework focused on settlement - one of the more difficult operational parts of putting funds, notes and other conventional instruments on blockchain-based rails.

Pilot centres on tokenised fund transactions

In its first phase, EnsembleTX focuses on tokenised deposits used in transactions involving tokenised money market funds. Money market funds are a natural early target for such experiments because they are widely used by institutions for short-term cash management, while their subscription and redemption processes can involve several intermediaries and timing constraints.

The pilot is designed to test liquidity and treasury-management functions in real time. If the workflows perform as intended, institutions could coordinate the delivery of a tokenised fund interest and payment through tokenised bank deposits within the same operating environment, reducing the need to reconcile instructions and cash movements across separate systems.

The HKMA has also set out a future capability under the programme: interbank settlement of tokenised-deposit transactions in tokenised central bank money, or CeBM, on a 24/7 basis. Central bank money refers to money issued by a monetary authority and used for final settlement between banks. In a tokenised setting, it could provide a settlement asset for transactions taking place on digital platforms.

That proposed capability remains part of the programme's future design rather than a function Finloop said is already using. Its inclusion nevertheless gives the pilot a broader scope than asset tokenisation alone, linking the issuance of digital financial instruments with the payment and settlement infrastructure required to move value between institutions.

Finloop brings an issuance and distribution platform

Finloop said it will contribute its FinRWA Platform, or FRP, to EnsembleTX. The Hong Kong-based company describes FRP as a one-stop technology, issuance and distribution platform for real-world assets in Asia.

The platform is intended to bring together participants that typically have separate roles in a tokenisation transaction, including asset issuers, custodians, tokenisation agents and institutional distributors. Such coordination is central to whether tokenisation can move beyond creating digital representations of assets and support the full lifecycle of issuance, ownership records, transfers, trading and settlement.

Finloop said its previous work has included the distribution of multi-currency tokenised funds and a technical solution for a unit trust tokenised fund in Hong Kong. It has also worked on tokenisation projects tied to cultural and creative intellectual property, gold mines, oil and gas fields and automobiles.

Those examples span assets with sharply different legal rights, valuation methods and custody requirements. EnsembleTX's initial focus on money market fund transactions therefore appears more operationally defined than many real-world asset proposals, since regulated funds already have established structures for asset management, dealing and investor records.

Finloop also said one of its subsidiaries is an authorised distributor of HKDAP, which the company described as a regulated Hong Kong dollar stablecoin. The company did not indicate that HKDAP would be used as the settlement asset in the EnsembleTX pilot. The programme's stated initial focus is tokenised deposits, which are bank liabilities represented in tokenised form.

Testing extends to ETFs, private funds and notes

Cai Hua, chief executive officer of Finloop Finance Technology Holding Limited, said the company intends to examine further institutional use cases through EnsembleTX.

These include tokenised money market funds, tokenised exchange-traded funds, tokenised private funds and tokenised notes, alongside treasury-management functions related to those products. Finloop said its work would cover issuance, distribution, trading and settlement workflows.

The range of assets under consideration reflects a practical challenge facing tokenisation projects: a digital token can represent different forms of financial entitlement, but each product must fit existing rules governing fund administration, custody, disclosures, transfers and redemption. A tokenised ETF, for example, would face a different operational structure from a private fund interest or debt note.

Finloop's stated emphasis on institutional workflows also places the effort closer to wholesale market infrastructure than consumer-facing crypto trading. The immediate question is whether regulated firms can execute asset and cash transfers with reliable controls, legal clarity and reconciliation processes that meet existing financial-market standards.

Settlement becomes the central test

Tokenisation has often been presented as a way to make financial assets easier to transfer, divide or administer. Yet the commercial value of these systems depends heavily on settlement: ensuring that payment and asset delivery occur accurately, and that institutions can manage liquidity while transactions are being completed.

EnsembleTX addresses that issue by testing tokenised deposits alongside tokenised assets. Rather than treating the asset token as a standalone product, the programme examines how it can be exchanged against a digital form of commercial-bank money in a supervised environment.

Finloop's participation gives it an opportunity to test whether its issuance and distribution systems can connect to that settlement layer. The outcome will depend less on the creation of new tokenised products than on whether participating institutions can make the required cash, custody, compliance and recordkeeping processes work together at scale.
