Ava Labs is reshaping its senior leadership as it leans further into custom blockchain deployments for enterprises, governments and regulated financial uses, a strategy Chief Business Officer John Nahas presented at the Wyoming Blockchain Symposium 2026 as a longer-term alternative to the short-lived narratives that have driven earlier crypto market cycles.
John Wu, Ava Labs’ president for seven years, is moving into a senior adviser role. Charley Cooper, the company’s chief operating officer, is set to become president while retaining his COO responsibilities. The move places day-to-day operations and the presidency under Cooper as Ava Labs pursues business arrangements that often require technical delivery, regulatory coordination and long sales cycles.
Nahas framed the company’s growth plan around blockchain systems built for defined users and assets rather than broad, speculative token demand. He said Avalanche has concentrated on practical applications including enterprise payments, government deployments, digital identity and World Cup ticketing.
That emphasis arrives while major crypto assets have recovered from lower levels. Bitcoin traded above $78,000 on Friday after gaining more than 8% in 24 hours, while ether traded above $2,400 following a 6% rise, according to price figures cited during the symposium. Nahas described the market as still below previous peaks despite the rally.
Custom Layer 1 networks drive Avalanche’s pitch
Nahas said Avalanche’s ability to support custom Layer 1 blockchains is central to its positioning with organizations that need networks tailored to particular assets, compliance requirements or commercial arrangements.
A Layer 1 is an independent blockchain that settles and secures transactions on its own network. Avalanche’s model allows an organization to establish a dedicated chain with rules designed for its intended users, rather than placing every application and transaction on a shared public network.
For regulated firms, that structure could support controls around participant access, jurisdiction and asset types. A payments company may want a network with specific transaction permissions; a government agency may require a system designed around identity credentials; a ticketing operator may need rules aimed at issuance, transfers and fraud prevention.
The trade-off is that custom networks must prove they can attract active users and maintain sufficient liquidity, security and interoperability. Shared networks offer immediate access to an established ecosystem, while dedicated chains give operators more control but can fragment activity across separate environments.
Nahas described blockchains in basic functional terms: systems for transferring value. His examples suggest Ava Labs is targeting uses where that transfer can be tied to a defined service, credential or payment rather than relying solely on token trading.
Leadership transition follows enterprise-focused strategy
Cooper’s promotion gives Ava Labs an executive who has already overseen internal operations a larger role in guiding the company’s commercial and organizational direction. Wu’s move to senior adviser retains his experience within the company while shifting the presidency to an executive positioned closer to operating execution.
The change comes as blockchain companies seeking institutional business face a different set of demands from those built around retail trading cycles. Enterprise and public-sector customers often require governance terms, technical support, legal reviews and deployment timelines that can extend far beyond a typical token-market rally.
Ava Labs’ stated focus on payment systems, identity and government applications also puts it in competition with other blockchain infrastructure providers seeking to make distributed-ledger technology usable within existing financial and administrative systems. Success in those areas depends less on announcing a new network than on whether customers move real processes, assets or records onto it.
World Cup ticketing, cited by Nahas as an example, illustrates the type of application blockchain firms increasingly pursue: a high-volume consumer service in which digital ownership, transfer restrictions and authentication can be built into the product. Such deployments can demonstrate practical use, though their value to a blockchain network depends on the scale of actual activity and whether the system remains in use after a single event.
Bank charter applications reflect regulatory demand
Federal banking regulators are also confronting a rising number of applications involving digital assets. Jonathan Gould, Comptroller of the Currency, told the Wyoming symposium that 23 of 40 new bank charter applications under review involved some form of digital money.
Gould’s figure points to an expanding effort by financial firms to bring stablecoins, tokenized deposits or related payment services into federally supervised banking structures. A bank charter can provide a clearer route to offering such services, but it also subjects applicants to capital, risk-management, anti-money-laundering and consumer-protection requirements.
Gould said a completed rulebook for dollar-backed assets is expected by November. The timetable, if met, would give banks and financial companies more specific operating standards for stablecoin-related products, an area where firms have often faced uncertainty over which regulator holds authority and how existing banking rules apply.
The increase in applications does not guarantee that all applicants will receive charters or launch products. It does show that digital money is moving from a specialist crypto-service category toward a subject of formal banking supervision.
Nahas’ remarks and Ava Labs’ executive changes place the company’s strategy within that transition. Rather than treating higher token prices as the main measure of progress, the company is betting that organizations with defined payment, identity, asset and compliance needs will increasingly seek blockchains they can control and configure for their own operations.
