The EBA classifies USDC as significant token

2026-10-15 12:51

The European Banking Authority has designated Circle’s USDC as the European Union’s first “significant” e-money token under the Markets in Crypto-Assets Regulation, transferring supervision of core financial safeguards from France’s banking regulator to the EBA from Nov. 12.

The decision places the dollar-pegged stablecoin under the EU authority’s direct oversight for own-funds requirements, reserve assets, liquidity management, and plans covering recovery and redemption during periods of stress. France’s Autorité de Contrôle Prudentiel et de Résolution, or ACPR, will retain responsibility for areas including governance, qualifying holdings, conflict-of-interest rules, and assessments of senior management.

USDC is one of 45 e-money tokens notified under MiCA in the European Union, according to the EBA. It is the first to receive the “significant” classification, a status designed for tokens whose scale or market links could create wider financial-stability concerns if their issuer ran into difficulty.

The change gives USDC a more demanding supervisory structure in Europe just as regulated stablecoins are becoming an increasingly important part of the region’s crypto market infrastructure.

EBA takes control of reserves and redemption safeguards

Under MiCA, e-money tokens are crypto-assets that seek to maintain a stable value by referencing a single official currency. USDC is designed to track the U.S. dollar and is issued by Circle, which has established regulated operations in several jurisdictions.

The EBA’s direct remit will focus on the parts of stablecoin management most relevant to a rapid loss of confidence: whether the issuer maintains adequate financial resources, whether reserves are properly held and managed, whether sufficient liquidity is available for redemptions, and whether the company has workable plans for recovery or an orderly wind-down.

Those requirements are particularly relevant for a stablecoin with a supply near $73 billion. USDC is the world’s second-largest stablecoin by circulation, behind Tether’s USDT, which has about $184 billion outstanding, according to the figures provided. Dollar-linked stablecoins collectively account for roughly $294 billion in supply.

The EBA designation does not turn USDC into a euro-denominated payment instrument. Instead, it subjects a large dollar stablecoin offered in the EU to supervisory arrangements intended to ensure that holders can redeem tokens at par even under pressure.

MiCA allows the EBA to classify an e-money token as significant using measures that include the size of its customer base, the value of tokens issued, transaction activity, interconnectedness with the financial system, and the importance of its cross-border operations. The regulation gives the authority a larger role once a token reaches a scale where problems could extend beyond one national regulator’s jurisdiction.

French regulator retains corporate oversight

The division of responsibilities leaves the ACPR with substantial oversight of Circle’s European entity. The French authority will continue to monitor the issuer’s governance arrangements, major ownership stakes, conflicts of interest, and whether executives meet regulatory standards for competence and integrity.

That split mirrors MiCA’s attempt to combine centralized oversight of the largest stablecoins with national supervision of the companies issuing them. The arrangement could reduce the risk of gaps between prudential supervision — covering reserves, capital and liquidity — and corporate supervision, which addresses how a business is controlled and managed.

For Circle, the significant-token label introduces a more formal relationship with EU-wide supervisors without changing the token’s basic use in trading, payments, or transfers. Users holding USDC are not required by the EBA designation itself to exchange their balances before Nov. 12.

Claims that the classification creates an immediate region-wide ban on other digital assets or forces holders to move funds into euro stablecoins go beyond the regulator’s announcement. MiCA does impose requirements on stablecoin issuers and affects how crypto platforms can offer certain assets in the EU, but supervision of a significant e-money token is aimed at the issuer’s financial and operational controls.

New York agreement links two regulatory systems

Alongside the USDC decision, the EBA said it had signed a memorandum of understanding with the New York State Department of Financial Services, which supervises Circle’s New York-regulated operations.

The agreement creates a framework for information sharing and coordination between the two regulators. That may become increasingly relevant when a stablecoin issuer operates under separate legal structures in Europe and the United States while serving global users and holding reserves across financial markets.

Cross-border cooperation is particularly useful for stablecoins because reserve management, redemption flows, banking relationships, and operational risks can span several countries. A rapid increase in redemptions in one market can affect liquidity management elsewhere, even when the legal entities involved are separately regulated.

The Financial Stability Board has repeatedly warned that many stablecoin arrangements have yet to demonstrate that they can reliably meet redemption commitments and operate safely at scale under stress. MiCA’s e-money token rules attempt to address that concern by setting legal standards around redemption rights, reserve management, and governance rather than relying only on issuer disclosures.

Euro stablecoins are gaining ground under MiCA

The regulatory framework is also reshaping Europe’s smaller euro-pegged stablecoin market. Figures cited in the materials show euro-linked token supply rose 22.6% this year to $848.1 million on Oct. 13.

Token Terminal data cited in the materials showed that Circle’s euro-focused asset held 62.6% of that market’s supply. The figures suggest that issuers able to meet the EU’s licensing and reserve rules are attracting a growing share of activity in a segment that remains small beside dollar stablecoins.

Circle has also pursued commercial distribution beyond its regulatory work. The company entered a five-year arrangement with Binance to promote USDC on the platform and agreed a sponsorship deal with Chelsea FC that will place USDC branding on the club’s shirts for the 2026/27 season.

The EBA’s decision places those expansion efforts alongside a stricter European compliance burden. For USDC, growth in the EU will now be accompanied by direct scrutiny of the reserves, liquidity, and redemption systems that underpin the token’s claim to maintain a one-dollar value.
