Prediction markets show Democrats lead midterm odds

2026-11-03 18:40

Prediction-market traders were pricing in a Democratic takeover of both chambers of Congress ahead of Tuesday's midterm election, a result that could reshape the committees and lawmakers handling U.S. digital-asset policy.

On Polymarket, contracts early Tuesday afternoon put the probability of Democrats winning the Senate at 76% and taking the House of Representatives at 94%. Kalshi showed nearly identical expectations, assigning Democrats a 75% chance of winning the Senate and a 94% chance of controlling the House.

The election covers all 435 House seats and 35 of the Senate's 100 seats. If those forecasts prove accurate, Democrats would gain control of the congressional agenda, including which crypto bills advance to hearings, amendments, and floor votes.

Committee leadership could shift toward tougher crypto oversight

Control of Congress would affect the leadership of committees with jurisdiction over banking, securities, commodities, consumer protection, and financial technology. Those panels have become central to the debate over stablecoin rules, market-structure legislation, anti-money-laundering requirements, and oversight of token issuers and trading platforms.

The materials point to Senator Elizabeth Warren and former Senator Sherrod Brown as figures who could gain influence in a Democratic-led Senate. Warren has consistently pushed for stricter anti-money-laundering obligations across the digital-asset sector and has argued that crypto businesses should face rules comparable to those governing conventional financial institutions.

Brown's potential return to a leading role would also draw attention from the industry. As chairman of the Senate Banking Committee in the previous Congress, Brown repeatedly called for stronger consumer safeguards and closer scrutiny of cryptocurrency firms.

A committee leadership change would not automatically produce new legislation. It would, though, alter the people setting hearing schedules, selecting witnesses, and deciding whether bills backed by crypto companies receive a path to a vote. Those procedural powers often determine whether an industry-backed proposal advances or remains stalled.

Individual Senate races draw crypto-policy attention

In Ohio, Kalshi contracts gave Sherrod Brown a 71% probability of defeating incumbent Senator Jon Husted. The race carries implications beyond the seat itself because of Brown's previous role on banking policy and his history of criticism toward the crypto sector's regulatory gaps.

Kalshi traders assigned Senator Cory Booker a 98% chance in New Jersey. Booker has participated in legislative discussions involving digital assets, including efforts to establish rules for stablecoins and cryptocurrency markets.

Prediction-market pricing reflects the cost of contracts tied to particular outcomes, rather than a conventional opinion poll. The figures can move rapidly as traders respond to turnout reports, early vote data, campaign developments, and broader expectations about electoral momentum. They offer a real-time view of market sentiment, but they do not determine the election result.

Election trading has become a smaller share of platform activity

Political contracts accounted for 1% of October trading volume on both Polymarket and Kalshi, Bloomberg reported Tuesday. That marks a sharp decline from the 2024 presidential election, when politics represented more than 60% of activity on the two platforms, according to Bloomberg.

The fall in political trading suggests that, even with Congress at stake, election speculation has become less dominant within prediction markets than it was during the presidential contest. Other event contracts, including those connected to economic data, sports, technology, and policy decisions, have taken a larger share of platform activity.

The reduced share also means headline probabilities should be read carefully. A market can offer a useful aggregation of views without attracting the scale of participation seen during a presidential election, when political contracts became a major focus for traders globally.

Crypto spending faces a different congressional map

The election comes after a major effort by crypto-aligned political groups to support candidates viewed as receptive to digital-asset legislation. The supplied figures place industry-group spending at $176 million across more than 100 federal races, while broader business spending reached $517 million during the campaign cycle.

Technology-focused groups also directed $50 million into a single targeted fund, according to the material. Such spending has helped make cryptocurrency policy a more visible issue in selected races, particularly where candidates differ sharply on stablecoins, financial surveillance, and the authority of federal regulators.

Chris Dixon, a venture-capital executive known for backing crypto companies, has argued that industry political spending has crossed party lines in pursuit of durable allies rather than a single-party strategy. That approach may be tested if Democrats win both chambers: companies that cultivated support among Republicans would need to work with Democratic committee chairs and members who may seek firmer conditions for any legislative deal.

Trump-linked crypto scrutiny could remain on the agenda

A Democratic Congress could also intensify scrutiny of President Donald Trump's cryptocurrency-related wealth and his family's connection to World Liberty Financial. Congressional investigations can demand documents, summon executives for testimony, and put public pressure on regulators, even when they do not immediately result in new laws.

That prospect adds another policy track beyond market-structure legislation. Lawmakers could examine conflicts of interest, disclosure practices, consumer risks, and the treatment of politically connected crypto ventures.

A divided Congress would make major legislation harder to pass, while unified Democratic control would give party leaders greater ability to decide which proposals receive sustained attention. The clearest immediate consequence of a Democratic sweep would be a shift in congressional gatekeepers, placing crypto policy under lawmakers more likely to prioritize enforcement, disclosure, and consumer-protection measures alongside any framework for digital-asset markets.
