PhotonPay secures UK FCA EMI licence

2026-10-17 01:05

PhotonPay has received an Electronic Money Institution licence from the UK Financial Conduct Authority, giving the cross-border payments company authority to issue electronic money and provide regulated payment services in the United Kingdom within the limits of its authorisation.

The approval, announced by PhotonPay on Oct. 17, adds the UK to the company’s regulated operating footprint and gives it a local legal framework for serving businesses that need payment and treasury tools across several markets. For a company selling services such as accounts, collections, payouts, foreign exchange and cards, the licence could reduce its dependence on third-party regulated providers for UK-facing activity.

PhotonPay said the UK authorisation supports its plans to build connections with local banks, payment networks and financial infrastructure. Those links are central to cross-border payment providers: a licence provides the regulatory permission to offer services, while banking and network arrangements determine how effectively a firm can receive, hold, convert and send funds.

An EMI licence does not give a company the same status as a bank or allow it to use customer balances for lending. It permits the issuance of electronic money, generally a digital representation of fiat currency received from customers, alongside payment services permitted by the FCA. Firms must operate under safeguarding requirements designed to protect relevant customer funds.

UK licence adds a major payments market

The UK remains a major base for internationally focused financial services companies, despite its departure from the European Union. It offers access to a mature banking sector, domestic payment rails and a concentration of multinational businesses that manage suppliers, customers and employees in multiple currencies.

PhotonPay described the market as a gateway for companies operating across Europe and other international regions. The company said businesses expanding across borders often have to manage separate account structures, currencies, payment networks and compliance obligations, leading them to work with multiple banks, payment providers and software systems.

Its strategy is to bring those functions together through a single platform. PhotonPay said its offering connects local financial capabilities in different markets, allowing corporate users to manage global accounts, incoming collections, outgoing payments, foreign exchange, cards and embedded finance more centrally.

That model is increasingly common among business payment companies, but a UK licence gives PhotonPay a more direct regulatory foundation in one of the sector’s most competitive jurisdictions. It also places the firm under FCA supervision for the activities covered by the authorisation, rather than leaving the UK portion of its services entirely dependent on partners.

JP, PhotonPay’s global head of compliance, said the licence expands the company’s regulatory footprint and supports its expansion into more markets, currencies and payment networks. PhotonPay said the approval will help it deliver payment and treasury services to businesses operating internationally.

Treasury services are becoming part of the payments pitch

PhotonPay’s announcement places treasury operations alongside conventional cross-border payments. That reflects the practical challenge faced by global companies, which often need more than a way to send a supplier payment overseas.

A business may need local receiving accounts to collect revenue, foreign-exchange tools to convert currencies, payout systems for contractors or merchants, cards for staff spending, and controls for moving funds among subsidiaries. Each function can involve different providers, reconciliation processes and compliance reviews.

Centralising those services can make financial operations easier to oversee, particularly for businesses handling payments in several markets. The commercial value depends on execution: companies will assess factors such as supported currencies, local payment methods, pricing, settlement times, integration options and the scope of regulatory permissions in each jurisdiction.

PhotonPay said it is expanding its regulatory coverage alongside banking relationships, payment-network access and technology infrastructure. The company has secured nearly 30 payment licences and related regulatory authorisations worldwide, according to its announcement.

The company did not detail which services will be immediately available in the UK or identify a launch timetable for specific products. The FCA authorisation establishes the regulated basis for activity, while the range of services offered to customers will depend on PhotonPay’s operational arrangements and the precise permissions attached to its licence.

Licensing race raises the cost of global expansion

The UK approval illustrates the operational demands facing payments companies seeking to serve multinational businesses directly. A technology platform can make an interface look unified, but the movement of money remains shaped by national licensing rules, local banking access, sanctions screening, anti-money-laundering controls and payment-network requirements.

For providers, building a multi-country business therefore requires both software and a patchwork of regulatory approvals or partnerships. Relying heavily on third parties can speed entry into a new market, but it may limit product control and leave a provider exposed to changes in partner pricing, risk appetite or service availability.

PhotonPay is seeking to build more of that foundation itself. The company said it will continue developing its regulatory and financial capabilities in key markets, connect additional currencies and payment networks, and expand what it calls a global payment operating system.

The FCA licence gives those plans a regulated UK base. Its commercial impact will depend on whether PhotonPay can translate the approval into dependable local account access, payment connectivity and treasury tools for businesses that need to move funds across borders without managing a separate financial stack in every market.
