Microsoft expands voluntary exits ahead of earnings

2026-10-27 13:19

Microsoft has extended a voluntary departure program to roughly 60,000 employees across four countries as it prepares to report fiscal 2027 first-quarter earnings, placing parts of its consumer, corporate and AI software operations under renewed cost scrutiny while data-center spending continues to climb.

The offer covers employees at level 70 and below in the United States, United Kingdom, Canada and India. Teams eligible for the program include Copilot, Xbox, Windows, finance, legal and human resources, as well as AI-focused groups within AI Experiences, CoreAI, Cloud + AI and MicrosoftAI. Microsoft has excluded data-center employees, marketing, business operations, quantum computing and cybersecurity teams.

The timing puts the workforce program alongside one of the company’s largest financial questions: how quickly revenue from Azure and AI products can offset an infrastructure buildout expected to require about $50 billion in capital expenditure during the quarter ending in September. Microsoft is scheduled to release those results after the U.S. market closes on Oct. 28.

Software and corporate teams are in scope

Microsoft reported 223,000 employees at the end of June. Its workforce included approximately 77,000 people in product research and development, 43,000 in sales and marketing, 14,000 in general and administrative functions, and 89,000 in operations, according to the company’s fiscal 2026 annual reporting.

The 60,000-person pool is therefore larger than one-quarter of Microsoft’s total workforce, although eligibility does not mean that every employee will accept the offer. The company has not said how many departures it expects from the program.

The scope offers a clearer view of where Microsoft is willing to reduce headcount. The eligible divisions include product teams working on Windows, Xbox and Copilot, along with internal functions that support the company’s operations. By exempting data-center staff, Microsoft has drawn a line between areas where it is seeking voluntary reductions and the infrastructure groups needed to expand cloud and AI capacity.

That distinction is especially visible in the inclusion of some AI software organizations and the exclusion of data-center operations. Microsoft is continuing to develop and commercialize AI features across its products, yet it is also managing the staffing costs attached to the teams building, supporting and selling those services.

Employees at grade 64 and below are offered one week of base pay for every six months of service. Workers at levels 65 through 67 would receive two weeks of cash compensation for each six-month period. The program applies to employees through level 70, though the provided terms do not detail compensation calculations for the highest eligible grades.

Microsoft’s human resources chief, Coleman, told staff in a note that the program was intended to support employees seeking a different career path, according to the information provided. Eligible employees must make their decision by early December, with departures scheduled for the final day of the calendar year.

A second major workforce action this year

The voluntary program follows earlier workforce moves during 2026. Microsoft offered a voluntary retirement plan to about 8,750 employees in April, and more than 30% accepted, according to the company information provided. In July, Microsoft eliminated about 4,800 roles.

The new offer differs from a conventional layoff because participation is voluntary and includes a compensation package tied to tenure. Yet its scale indicates that Microsoft is seeking a lasting reduction in costs and organizational layers across a wide set of functions rather than a narrowly targeted reshuffle.

Microsoft has also indicated that it does not plan to refill the vacated positions. That approach could leave remaining employees and automation systems to absorb some work previously handled by departing staff. The practical effect will vary widely between teams: a corporate function may consolidate routine processes more easily than a product group responsible for maintaining consumer software or shipping new AI features.

AI infrastructure costs remain the central financial pressure

Microsoft’s workforce actions are unfolding as its capital requirements rise sharply. In fiscal 2026’s fourth quarter, results released on July 29 showed capital expenditures of $41 billion, up about 70% from a year earlier. The company said roughly two-thirds of that amount went toward short-lived assets, primarily central processing units and graphics processing units.

Those chips are crucial to training and running large AI models, but their short useful life makes the spending profile more demanding than long-term investments in buildings or land. Microsoft must refresh high-performance computing equipment as technology changes and cloud demand grows, placing more pressure on margins and cash flow than a data-center construction cycle dominated by real estate assets.

Microsoft projected about $50 billion in capital expenditure for the fiscal 2027 first quarter. It also revised its fiscal 2026 capital-spending outlook to about $175 billion from approximately $190 billion, attributing the adjustment to an accounting change involving data-center leases rather than a retreat from infrastructure expansion.

The company’s next results will therefore be judged on more than headline revenue and earnings. Traders will be watching Azure’s growth rate, signs that Copilot and other AI services are converting experimentation into recurring revenue, and whether operating income can withstand the scale of infrastructure investment.

Microsoft shares rose more than 8% after its July earnings report. In subsequent afternoon trading cited in the supplied information, the stock gained 1.45% to $532.13. Market moves around the Oct. 28 report are likely to reflect whether Microsoft can show that its expanding AI capacity is producing enough cloud and software demand to support the cost base now being built.
