TRON joins Brazil cryptoasset tracing forum

2026-08-28 22:09

TRON DAO joined Brazilian prosecutors, regulators and law-enforcement officials at a Brasília forum on tracing and recovering cryptoassets, placing a major public blockchain network directly in discussions over how authorities can identify, freeze, seize and return digital funds in criminal cases.

The Aug. 26-27 program, titled “Cryptoassets, From Tracing to Recovery: Cooperation for the Recovery and Custody of Cryptoassets,” was organized by the Digital Currencies Governance Group and Brazil’s National Council of the Public Ministry, known as CNMP. Organizers said more than 100 senior officials attended, including representatives of the Central Bank of Brazil, Federal Revenue Service, National Council of Justice and Public Prosecutor’s Offices nationwide.

For TRON DAO, the event marked its first engagement with the CNMP and brought its representatives into direct contact with agencies likely to shape Brazil’s investigative and asset-recovery practices. Organizers said TRON was the only blockchain network represented at the forum.

Recovery procedures move beyond basic transaction tracing

The program focused on the operational challenge facing authorities after suspicious crypto movements have been identified: preserving assets before they can be transferred again, then establishing the legal and technical basis for seizure or restitution.

Sessions examined digital crime, stablecoins, new illicit-finance typologies and methods for prevention, investigation and risk analysis in digital operations, according to the organizers. The second day was designed as practical training for law-enforcement and prosecutorial personnel dealing with emerging forms of digital crime.

Public blockchains record transfers on an accessible ledger, giving investigators a starting point for following funds across addresses. Recovery can become considerably harder when assets move through several services, are swapped for other tokens, or are transferred to platforms operating across jurisdictions. A successful freeze also generally depends on cooperation from the entity able to control or restrict the relevant assets, such as a centralized service or stablecoin issuer.

That distinction framed the forum’s emphasis on coordination between prosecutors, police agencies, regulators and private-sector companies. Blockchain visibility can help establish transaction histories, but it does not by itself give an authority custody over an asset or guarantee that funds can be returned to victims.

TRON representatives address transparency and freezes

Sam Elfarra, community spokesperson for TRON DAO, spoke in a session called “The blockchain ecosystem.” According to TRON DAO, Elfarra outlined how the TRON blockchain operates and discussed transaction transparency, stablecoins and traceability on public networks.

Elfarra also referred to the T3 Financial Crime Unit, or T3 FCU, in the context of efforts to identify and address illicit digital-asset activity. T3 FCU is an initiative involving TRON, Tether and blockchain-intelligence company TRM Labs that has focused on supporting law-enforcement investigations involving USDT activity on the TRON network.

John O. Hurston, general counsel for TRON, appeared on a panel examining cross-sector cooperation in cryptoasset recovery. Lorena Bittencourt of the Goiás State Prosecutor’s Office and CNMP moderated the discussion, which also included Deborah Di Lullo of Tether, Lister Caldas Filho of the São Paulo State Prosecutor’s Office, and Fabiano Gonçalves Cossermelli Oliveira of the Rio de Janeiro State Prosecutor’s Office.

The panel considered models for tracing, freezing, seizure and restitution, TRON DAO said. Its mix of prosecutors and private-sector representatives reflects the practical structure of many cryptoasset recovery cases, where a court order, investigative evidence and technical action by a service provider may all be needed before assets can be secured.

Stablecoin activity places TRON in enforcement discussions

TRON’s participation carries particular relevance in Brazil’s cryptoasset-enforcement discussions because the network has become a major venue for dollar-linked stablecoin transfers. Stablecoins can move at blockchain speed while retaining an issuer that may be able to blacklist addresses or freeze tokens under certain circumstances.

TRONSCAN, the network’s blockchain explorer, reported that TRON had more than 401 million total accounts, over 15 billion transactions and more than $28 billion in total value locked as of August 2026. TRONSCAN also reported that the circulating supply of USD Tether, or USDT, on TRON exceeded $94 billion.

Those figures describe scale rather than criminal usage. They also explain why investigative agencies and stablecoin issuers are increasingly involved in the same conversations: a network carrying large stablecoin volumes can be both a low-cost settlement rail for legitimate users and a target for fraud, laundering and other illicit activity.

The Brasília training did not announce a new Brazilian enforcement program or regulatory requirement. Its immediate outcome was more practical: it gave officials handling financial crime cases a venue to discuss the technical evidence, legal processes and private-sector contact points required to act on cryptoasset investigations.

For TRON DAO, the engagement extends its role from operating public blockchain infrastructure into direct dialogue with Brazilian agencies responsible for financial oversight, prosecution and judicial coordination. For those agencies, the sessions offered a closer look at the tools and counterparties that can determine whether a traced transaction ultimately becomes a recoverable asset.
