Morgan Stanley tracks four midterm policy signals

Morgan Stanley Wealth Management is tracking four political and consumer indicators ahead of the 2026 U.S. midterm elections, using them to assess whether the election environment could alter the policy outlook for regulated industries including cryptocurrency, technology, and energy.

The firm’s framework does not attempt to forecast final House or Senate seat totals. Instead, it watches generic congressional polling, presidential approval, consumer confidence, and gasoline prices for signs that public dissatisfaction or household cost pressures are building into a political risk that could reshape legislation, enforcement priorities, tax policy, and agency rulemaking after November.

For digital-asset markets, the exercise places more attention on Washington’s governing balance than on day-to-day campaign rhetoric. Congressional control can influence the pace of market-structure legislation, stablecoin rules, oversight of federal agencies, and the funding or leadership of regulators that supervise securities, commodities, banking, and consumer protection.

Democratic generic-ballot advantage widened in September

Morgan Stanley Wealth Management said the Democratic lead in its tracked generic congressional polls rose to 8.1 percentage points in September from 6.1 points in August. Generic-ballot polling asks respondents which party they would prefer to control Congress, making it a broad measure of national political preference rather than a district-by-district election forecast.

A widening national advantage for Democrats could point to greater pressure on the governing party in competitive House districts, though the eventual result will also depend on candidate quality, redistricting maps, turnout, state-level races, and the geographic distribution of party support.

For cryptocurrency policy, the composition of Congress can determine whether bipartisan bills move from committee negotiations to floor votes. Legislation covering stablecoin issuers, trading platforms, token classifications, consumer safeguards, and the division of authority among federal regulators has often required support from both parties, even when lawmakers disagree on the details.

A divided Congress could constrain rapid legislative changes while also complicating efforts to pass a comprehensive digital-asset framework. That dynamic would leave agencies, courts, and existing financial rules with a larger role in defining the operating environment for token issuers, brokers, custodians, and decentralized-finance developers.

Approval reading remains near 40%

Presidential approval in Morgan Stanley Wealth Management’s monitoring stood at roughly 40%, up modestly from 39.5% earlier in the period. The firm treats the measure as an indicator of the political pressure facing the president’s party before a midterm election, rather than a formula for calculating seat losses.

Approval ratings matter to markets chiefly when they affect governing capacity. A president entering the post-election period with a weakened congressional position may face greater obstacles in advancing nominations, tax proposals, budget priorities, or sector-specific policy initiatives. A stronger opposition presence in Congress can also intensify oversight of financial regulators and agencies involved in digital-asset enforcement.

The effect would differ across the crypto sector. Firms seeking statutory clarity on whether a token or service falls under securities or commodities rules may favor congressional action over fragmented case-by-case enforcement. Others could see prolonged legislative negotiations as a reason to prioritize compliance with existing state, federal, and banking requirements rather than rely on a near-term national framework.

Household confidence points to affordability concerns

Morgan Stanley Wealth Management said the consumer-confidence measure it tracks declined to a preliminary 47.8 in early September from 51.7 in August. The reading captures how households assess their financial conditions and economic prospects, which can diverge from headline measures such as gross domestic product, employment growth, or corporate earnings.

The decline places affordability near the center of the political backdrop. Prices for food, housing, healthcare, energy, and other everyday expenses remain higher than they were before the inflation surge, even where the pace of inflation has slowed. Lower inflation means prices are rising more slowly; it does not mean that prior price levels have returned.

That distinction can shape electoral behavior and policy agendas. Lawmakers responding to affordability concerns may focus on consumer prices, household credit, housing, energy costs, and market competition. In digital assets, consumer protection and the resilience of stablecoins could receive more scrutiny if policymakers frame financial regulation around reducing household vulnerability to losses, fraud, or sudden disruptions.

Consumer sentiment can also influence retail participation in speculative markets, although Morgan Stanley’s framework treats confidence as a political and economic signal rather than a direct predictor of token prices.

Gasoline prices offer a visible cost measure

The fourth indicator is regular gasoline prices. Morgan Stanley Wealth Management said the year-on-year increase in gasoline prices had widened further by the time of its publication. Fuel costs are unusually visible to consumers and can quickly become a political issue, while higher diesel and transportation expenses can affect freight, distribution, and the prices of goods.

Energy policy is therefore likely to remain closely tied to the election narrative. A change in congressional control could affect debates over fossil-fuel permitting, environmental rules, energy tax incentives, and competition policy. Those decisions have indirect relevance for crypto through electricity costs, data-center development, mining economics, and the regulatory treatment of energy-intensive infrastructure.

Technology faces a similarly sensitive policy environment. Competition enforcement, artificial-intelligence oversight, privacy rules, platform regulation, and tax treatment could all shift with the post-election balance of power. Crypto companies increasingly operate within those same debates as tokenization, stablecoins, payment systems, custody, and blockchain infrastructure intersect with the larger technology and financial-services sectors.

Markets will weigh policy against economic conditions

Morgan Stanley Wealth Management cited historical data showing that, under Republican presidents, the S&P 500 delivered higher average returns in the year after midterm elections when Congress was divided between the parties. One explanation is that gridlock can reduce the likelihood of abrupt policy shifts.

Historical averages do not establish a forecast for the 2026 cycle, particularly for a market as policy-sensitive and volatile as cryptocurrency. The business cycle, inflation path, interest rates, corporate earnings, liquidity conditions, and spending on artificial intelligence infrastructure may exert more immediate influence on asset prices than election polling.

The practical implication is that traders following the midterms should distinguish between a shifting political backdrop and a confirmed legal outcome. The four indicators offer a way to track mounting pressure for policy change, but congressional margins, committee control, agency appointments, court decisions, and the text of any eventual legislation will determine how that pressure translates into rules for digital assets.
