Markets track US midterm results and crypto policy

2026-11-02 13:15

The U.S. midterm elections on Nov. 3 could reshape the policy environment for cryptocurrency by determining whether President Donald Trump retains a cooperative Congress or faces a Democratic-controlled House, Senate, or both. All 435 House seats and 35 Senate seats are contested, and the outcome will influence the prospects for crypto legislation, congressional oversight of market regulators, and the administration's ability to advance its economic agenda.

Forecast and prediction-market figures cited in the election coverage put Democrats' chances of winning the House at 95% and the Senate at 73%, implying a 72% probability of control of both chambers. A Democratic win in either chamber would give the party the ability to stop legislation passed by the other chamber and take control of committees that oversee federal agencies.

For digital-asset markets, that would place greater attention on the Securities and Exchange Commission and Commodity Futures Trading Commission. Congress does not direct day-to-day enforcement decisions, but committee leaders can hold hearings, seek documents, shape agency budgets and pressure regulators over rulemaking priorities. The pace and form of any market-structure legislation could also change if lawmakers split control of Washington.

Congressional control would shape the policy calendar

A Republican hold on both chambers would give Trump a clearer legislative route through the remaining roughly two years of his term. That could support administration-backed measures on taxation, financial regulation and digital-asset policy, although Senate procedures and intraparty divisions can still delay bills.

Democratic control would shift the congressional agenda toward oversight. The supplied election analysis said committee investigations could examine alleged corruption involving the administration, plans for a new White House banquet hall and U.S. Immigration and Customs Enforcement practices. Democrats have also discussed impeachment, a congressional political process rather than a criminal proceeding.

Those issues are not directly tied to Bitcoin or token markets, but they could consume legislative time and make large bipartisan financial-policy packages harder to assemble. Crypto firms seeking clarity on exchange oversight, stablecoin rules or the division of authority between the SEC and CFTC would face a more contested route through Congress.

Markets have followed the race alongside movements in U.S. technology shares and crypto-linked stocks. Polling shifts earlier in the campaign coincided with fading rebound momentum in equities, according to the material supplied. The connection is less about an election-specific trading rule than about a market already sensitive to fiscal policy, regulatory risk, AI spending and liquidity conditions.

Tech weakness has narrowed the stock-market advance

CITIC Securities characterized trading in U.S. technology shares during the second half of 2026 as repeated swings around artificial-intelligence narratives, with movements in credit-default swaps contributing to equity volatility. The firm said the decline in semiconductor hardware shares since early October broadly resembled a trading pattern seen since mid-June.

Morgan Stanley's U.S. equity strategy team, led by Michael Wilson, identified the midterms, concerns about AI capital expenditure and liquidity constraints as near-term risks for equities. The team estimated that the S&P 500 could retreat about 9% from recent highs toward 7,100 before recovering toward 8,000 as those pressures ease.

The Kobeissi Letter reported that the Nasdaq 100 lost roughly $4 trillion in market value over 25 days. It said AI-related stocks fell more than 13% in October, while the S&P 500 excluding AI names gained 8% during the month and reached a record high on Friday.

That divergence suggests the apparent stability of the main index has concealed a sharper reset in the companies most exposed to AI enthusiasm. The Kobeissi Letter also said the S&P 500 stood 3.5% below its record while about 58% of its constituents were down at least 20% from their own highs. It placed that figure at 75% among technology stocks.

Crypto-linked equities frequently move with this higher-volatility segment of the market. Companies such as Strategy, Coinbase and publicly traded Bitcoin miners can respond to changes in Bitcoin's price, equity risk appetite, funding conditions and regulatory expectations at the same time, making them more sensitive than the underlying token to abrupt changes in sentiment.

Historical midterm patterns offer context, not a trading rule

Wilson pointed to a favorable long-term seasonal record after U.S. midterms, saying stocks have risen in both the six-month and 12-month periods following every midterm election since 1950. A separate dataset cited in the material tracked 21 election cycles and found an average S&P 500 gain of 16.6% from November through the following June.

Recent examples were also positive. The S&P 500 and Nasdaq 100 rose in each of the past five November-to-January periods following midterm elections, with the 2022 window producing the strongest advance as technology shares rebounded. Performance among the so-called Magnificent Seven was less uniform: Apple, Nvidia and Tesla each fell more than 10% in the 2018 post-midterm period.

Bitcoin's cycle history has drawn similar attention. The bottoms of the past three Bitcoin cycles occurred 71 days after the 2014 midterm vote, 39 days after the 2018 vote and 13 days after the 2022 vote, according to the analysis cited in the supplied material. That sequence has led some market participants to watch late 2026 and early 2027 for a potential cycle-low window.

The sample is small, and Bitcoin's market structure has changed substantially across those elections. The asset now trades alongside spot exchange-traded funds, public companies holding Bitcoin on their balance sheets and a larger derivatives market. Election timing alone cannot establish a reliable price path, especially when monetary policy and equity-market volatility remain dominant forces.

Standard Chartered has set a year-end Bitcoin target of $100,000, according to the supplied material, while Citi and Bernstein were cited with targets of $113,000 and $125,000. Such targets would require a substantial rally from the roughly $77,500 price level referenced in the same material, leaving the market exposed to disappointment if political or macroeconomic risks intensify.

The election result will therefore matter less as a standalone catalyst than as a decision on Washington's governing structure. Control of Congress would determine who sets the oversight agenda for the SEC and CFTC, whether crypto bills can move quickly, and how much legislative room the White House retains during the rest of Trump's term.
