DACC.HK promotes digital bonds using CIPS e-CNY

2026-10-29 09:19

Digital Asset Clearing Center, or DACC.HK, is using a series of Hong Kong and Taiwan industry events to promote a proposed retail market for tokenised bonds settled through China's Cross-Border Interbank Payment System (CIPS) and the digital yuan, or e-CNY.

The company said its co-founder, Serra Wei, will speak at four forums between early November and mid-December, with appearances covering tokenised funds, retail digital-bond trading, AI-led wealth management and the custody and settlement infrastructure needed for financial tokenisation. The programme places DACC.HK alongside established asset managers, securities groups and technology providers, while its proposed infrastructure remains focused on an ambitious but technically demanding goal: linking digital asset issuance and secondary trading with payment and clearing rails connected to CIPS and e-CNY.

DACC.HK describes itself as an open financial market infrastructure built on Conflux Network, a permissionless blockchain. It says the platform is designed to provide authorised institutions with custody, clearing, Delivery-versus-Payment services and cross-border stablecoin liquidity. Delivery-versus-Payment, commonly called DvP, links the transfer of an asset to the corresponding payment, helping reduce the risk that one side of a transaction settles without the other.

Retail digital bonds take centre stage in Hong Kong

Wei's first scheduled appearance is linked to the Digital Asset Distribution Alliance, or DADA, a group that DACC.HK describes as bringing together asset owners, tokenisation platforms, financial institutions, licensed distributors, technology providers and industry specialists.

DADA's stated objective is to support retail adoption of digital bonds using CIPS and e-CNY settlement. That focus distinguishes the alliance from many tokenisation initiatives aimed primarily at institutional funds, private credit or internal bank settlement systems. Bringing tokenised bonds to retail distribution would require more than blockchain issuance; it would also require suitable investor-access rules, reliable wallet and custody arrangements, compliant product distribution and a functioning secondary market.

During Hong Kong FinTech Week, DACC.HK and Amazon Web Services are scheduled to host a "Digital Bond Retail Market & Secondary Trading Forum" at the AWS office in Hong Kong. The panel is set for Wednesday, November 4, at 3:00 p.m. Hong Kong time.

DACC.HK said the forum will involve Futu Securities, the Hong Kong Securities Association, OpenFIGI, OpenZeppelin, Ethereum Institutional and Jun He Law Offices. The combination of participants points to the practical components needed for a retail tokenised-bond market: brokerage distribution, asset identification standards, smart-contract security, blockchain infrastructure and legal structuring.

DACC.HK is also scheduled to exhibit in Hong Kong on November 2 and 3 at booth 5BC-SU55. Its announcement did not provide further information on the exhibition venue or programme.

Fund tokenisation panel includes major asset managers

Wei is also due to appear at the Digital Assets Summit in Hong Kong on a main-stage panel titled "Tokenised Funds Are Here." The session is scheduled for Thursday, November 5, from 11:15 a.m. to noon at the Grand Hyatt.

According to DACC.HK, Franklin Templeton, BlackRock and Fidelity International will participate in the discussion. Those firms have each engaged with digital-asset or tokenisation initiatives in different markets, although DACC.HK's announcement did not specify whether the panel participants are involved with its clearing platform or DADA's work.

The session's title reflects a change in the tokenisation debate. Early projects often concentrated on proving that conventional securities could be represented on-chain. The harder commercial questions now concern distribution, transfer restrictions, pricing, settlement finality and the ability to trade assets after issuance. A tokenised fund or bond can be issued on a blockchain without creating a liquid market; secondary trading requires brokers, market makers, appropriate compliance checks and dependable clearing processes.

DACC.HK's emphasis on clearing places it in that latter part of the market structure. Its proposed model includes what it calls a "unified dual-core clearing rail," hybrid institutional custody and an automated back office supported by artificial intelligence. The company also says it aims to create a Hong Kong-based independent clearing ecosystem with integrations for CIPS, e-CNY and digital renminbi settlement.

Taiwan events extend the distribution pitch

In Taiwan, Wei is scheduled to speak at the Asian Asset Management Center Forum on November 6. Her presentation, "AI-Powered Wealth Management in the Digital Economy: From RWA Tokenization to Legacy Preservation," is scheduled from 2:00 p.m. to 3:00 p.m. at Kaohsiung FinTech Innovation Park.

RWA, short for real-world assets, generally refers to financial or physical assets represented through blockchain-based tokens. In financial markets, the term commonly covers instruments such as bonds, funds, money-market products and private credit rather than speculative cryptoassets.

The AAMC Forum is listed as co-organised by AegisClear and Kaohsiung FinTech Innovation Park. AegisClear Taiwan is also scheduled to exhibit at the Kaohsiung Financial Exhibition from November 6 to 8, followed by Taipei Fintech Week on December 18 and 19.

Wei's final listed speaking engagement is at Taipei Fintech Week, where she is scheduled to present "Connecting Assets, Enabling Trust" at the Startup Stage in Taipei World Trade Center's Hall 1. DACC.HK said the session will address financial tokenisation, stablecoin technology, digital-asset custody and settlement infrastructure.

Infrastructure claims face a demanding implementation path

DACC.HK said its platform has been audited by blockchain security company CertiK and follows core criteria contained in circulars issued by Hong Kong's Securities and Futures Commission and Hong Kong Monetary Authority. The company's announcement did not provide details of the audit scope, regulatory status or any formal approval for specific settlement integrations.

The event schedule nevertheless shows where DACC.HK is directing its commercial effort: toward the connection between tokenised capital-markets products and Asian payment infrastructure. CIPS is a cross-border renminbi payment system, while e-CNY is China's central bank digital currency project. Combining either with public-blockchain-based asset infrastructure would require careful handling of access controls, compliance obligations, transaction privacy and settlement rules.

For DACC.HK, the near-term test will be whether the November and December discussions lead beyond conference panels into defined issuance, distribution or settlement arrangements. Its stated retail-bond strategy depends on building relationships across the market chain, from issuers and distributors to custodians, payment providers and legal advisers, rather than simply placing conventional securities on a ledger.
