Changpeng Zhao returns to Abu Dhabi

Changpeng Zhao, Binance’s founder and largest shareholder, has re-emerged as a politically connected figure in the cryptocurrency sector after serving a four-month U.S. prison sentence for anti-money-laundering failures and receiving a presidential pardon from Donald Trump in October 2025.

Zhao resigned as Binance chief executive and pleaded guilty to violating the Bank Secrecy Act as part of a $4.3 billion settlement between Binance and U.S. authorities in November 2023. The agreement marked one of the largest corporate resolutions in U.S. financial-crime enforcement and forced the exchange to accept extensive compliance monitoring.

Court filings in the case alleged that Binance failed to maintain effective controls while processing transactions connected to Russian money launderers, Iranian sanctions evaders, and groups including Islamic State. Zhao admitted that Binance had not maintained an effective anti-money-laundering program, a requirement for financial institutions serving U.S. customers.

A U.S. judge sentenced Zhao to four months in custody in spring 2024. He served the term at Lompoc II, a low-security federal facility in California, and was released in August 2024. Zhao then returned to the United Arab Emirates, where he has built a base in Abu Dhabi while retaining his ownership stake in Binance.

From criminal sentence to Abu Dhabi influence

Zhao’s return to the UAE placed him near one of cryptocurrency’s most active state-backed financial centers. Abu Dhabi has used government-linked investment groups and regulatory licensing to draw digital-asset firms, fund managers, and technology companies to the emirate.

According to the account, Zhao moved from Dubai to Abu Dhabi during negotiations with the U.S. Department of Justice, bringing him closer to the country’s political and investment institutions. He lives near the St. Regis Abu Dhabi in a nine-bedroom villa and maintains a yacht called “Da Moon,” the account said. His wealth has been estimated at $114 billion.

Zhao first obtained long-term residency through the UAE’s 10-year golden visa program. He and his family later received Emirati passports after submitting citizenship applications, according to the account. The UAE has no extradition treaty with the United States, a detail Zhao has cited when discussing the value of Emirati citizenship.

His relationship with the country has increasingly overlapped with Binance’s commercial ambitions. Zhao developed connections around Sheikh Tahnoon bin Zayed Al Nahyan, an influential Abu Dhabi official who oversees several state-backed entities and chairs MGX, an artificial-intelligence-focused investment company.

MGX later agreed to invest $2 billion in Binance, according to people familiar with the transaction cited in the supplied account. The deal reportedly valued Binance at $75 billion, underlining the exchange’s ability to attract large institutional commitments despite its U.S. criminal settlement and continuing compliance scrutiny.

A stablecoin deal brings Washington attention

The structure of the MGX transaction drew particular attention because the payment was made using USD1, a stablecoin issued by World Liberty Financial. The token had little operating history at the time of the deal, according to the account.

World Liberty Financial was formed by President Trump and his three sons. The account said the venture generated $799 million in income for Trump in the prior year, making it his highest-earning individual asset. A Democratic U.S. senator described the Binance transaction as “stablecoin corruption,” reflecting concerns that a politically connected stablecoin had been used in a major cross-border crypto deal.

A spokesperson for World Liberty Financial said the company had no role in Zhao’s pardon decision. Public filings show Binance paid $2.1 million to a lobbying firm led by Ches McDowell for work that included seeking “administrative relief,” according to the account.

Zhao said he met Eric Trump at the Abu Dhabi National Exhibition Centre during a cryptocurrency gathering in December 2024. The encounter came before Trump’s October 2025 pardon, which removed the federal conviction’s practical restrictions on Zhao’s public role even though he remains barred from serving as Binance’s chief executive under the company’s settlement terms.

Binance’s compliance record remains under scrutiny

Binance’s settlement ended the criminal case against the company but did not remove questions surrounding its internal controls. The exchange’s rapid early growth was built partly on a model that allowed customers to open accounts without basic know-your-customer checks during its first four years, according to U.S. case materials.

Those checks are used to verify customer identities and help financial firms detect money laundering, sanctions violations, and fraud. Their absence allowed Binance to scale quickly during the token boom that followed its July 2017 launch, but it also created the compliance failures that later became central to the U.S. investigation.

Binance has also faced more recent allegations involving transactions linked to Iran. The account said four compliance employees were fired or suspended after raising concerns that almost $2 billion had flowed to entities connected to Iran. Binance disputed those findings and denied retaliating against employees for reporting compliance concerns.

Two Binance employees in the UAE were briefly detained during a police examination of potential financial-crime issues involving the platform, according to the account. Binance later received an Abu Dhabi operating license in December, giving the company a formal foothold in one of the region’s most closely watched digital-asset markets.

Zhao’s influence extends beyond Binance

Zhao’s standing in crypto was established long before his legal troubles. Born in China, he moved to Canada at age 12, studied at McGill University, and held technology roles in New York, Japan, and China. After learning about Bitcoin during a Shanghai poker game in 2013, he sold a home and placed $900,000 into the cryptocurrency, according to his memoir, Freedom of Money.

Binance launched four years later and became the world’s largest crypto exchange within months. Zhao wrote that the company reached $1 billion in profit quickly as traders flooded into newly issued tokens and leveraged crypto products.

His role in the 2022 collapse of FTX cemented his influence over market confidence. After a report questioned FTX’s finances, Zhao said Binance would sell about $500 million in FTT, FTX’s affiliated token. The announcement helped trigger withdrawals that FTX could not meet. Binance briefly explored acquiring FTX before withdrawing from the proposed rescue a day later.

FTX subsequently entered bankruptcy, with later proceedings finding that roughly $8 billion in customer funds had been misappropriated. Former FTX chief executive Sam Bankman-Fried was sentenced to 25 years in prison for fraud.

Since receiving his pardon, Zhao has traveled across Asia and described advising governments on cryptocurrency regulation. In Kyrgyzstan, he met President Sadyr Japarov after the pardon, while the country considered a national-currency-linked digital-currency proposal.

The progression from a federal prison sentence to government meetings and an Abu Dhabi-backed Binance investment illustrates the unusual position Zhao now occupies: formally removed from the exchange’s leadership, yet still deeply connected to its ownership, its regional strategy, and the political networks shaping crypto’s next phase.
