Binance blocks transactions linked to 16 firms

Binance will stop processing transactions connected to 16 crypto-asset service providers in a phased compliance action that includes HTX, the exchange formerly known as Huobi, and firms recently targeted by European Union, U.S. and UK sanctions authorities.

Binance said transfers involving the named entities after their applicable cutoff dates will be routed for compliance review and could result in restrictions on affected wallets. The measure places users who move funds between Binance and the listed platforms under closer scrutiny, particularly where a transfer can be linked to entities accused by regulators of sanctions evasion or illicit financial activity.

The first restrictions began on Aug. 7 for Shelbit and Aban Tether Exchange. Binance cut off A7 Nigeria, A7 Africa and PilotFinance Ltd. on Aug. 13. The largest group of restrictions is scheduled to begin on Aug. 23.

Eleven providers face Aug. 23 cutoff

From Aug. 23, Binance said it will block transactions involving:

  • Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto, Tradex, Monease, BitPapa, Exnode and Exnode Pay, HTX (Huobi Global SA), and EXMO Ltd.

Binance also said that five exchanges had already been blocked before it published the 16-name list. The company advised users against sending or receiving funds involving any of the providers after the relevant deadline.

The policy affects transfers connected to the entities rather than automatically establishing that every customer account using those services has violated sanctions. Yet the prospect of wallet restrictions raises practical risks for users who deposit assets from a listed platform into Binance, or withdraw Binance balances to addresses controlled by one.

Crypto platforms commonly screen wallet addresses, counterparties and transaction patterns as part of sanctions compliance. Where a transaction is flagged, an exchange can request information about the source of funds, pause withdrawals or place other limits on an account while it reviews the activity.

EU sanctions allegations center on Russia-linked payments

Nearly all the entities named by Binance, with the exception of Shelbit and Aban Tether Exchange, appeared in an EU sanctions update issued in July, according to the supplied information. The EU accused the sanctioned firms of frustrating restrictions imposed in response to Russia’s invasion of Ukraine.

The EU’s allegations included the provision of financial services connected to A7 Limited Liability Company, described by European authorities as a Russia-linked cross-border payments firm. A7 Nigeria and A7 Africa were linked to that company in the EU action.

The case illustrates how sanctions enforcement can extend beyond a company directly accused of misconduct. Payment intermediaries, exchanges and service providers can face restrictions when authorities determine that their services facilitate transactions for a sanctioned network or help obscure the route of cross-border funds.

For Binance, which operates across jurisdictions with different licensing and sanctions rules, restricting exposure to named counterparties reduces the chance that its platform is used as a bridge between regulated markets and entities under Western sanctions. The company cited compliance requirements in the jurisdictions where it operates as the reason for the move.

The EU action does not itself establish criminal liability for all customers of the listed services. It does place the companies and their associated payment routes under a sanctions regime that makes continued dealings far more difficult for financial firms subject to European restrictions.

Shelbit and Aban tied to separate U.S. action

Shelbit and Aban Tether Exchange are distinct from the Russia-related group in one important respect: the supplied information says they were sanctioned by the U.S. Treasury Department over alleged Iran-linked money laundering and sanctions evasion.

Their inclusion shows that Binance’s restrictions are not limited to a single sanctions program or conflict-related designation. The list combines providers linked by authorities to different jurisdictions and alleged illicit-finance networks, creating a broader set of counterparty restrictions for Binance users.

A user transferring stablecoins or other crypto assets may not see an obvious difference between a conventional exchange withdrawal and a payment routed through an affiliated service, broker or wallet provider. Binance’s notice makes the identity of the counterparty increasingly consequential. A transaction involving an address associated with Exnode Pay, HTX or another named service could receive a different compliance treatment than one sent from an unaffiliated wallet.

Users with balances on the affected platforms face a narrower set of operational choices after the cutoff dates. Moving assets directly between a listed provider and Binance could trigger screening, while attempting to obscure the origin of funds would create additional compliance concerns. The practical response is to check the destination and source platform before initiating a transfer, rather than treating all externally held wallets as equivalent.

HTX faces pressure from several jurisdictions

HTX is among the most prominent names on the Binance list. The platform rebranded from Huobi after TRON founder Justin Sun acquired a major stake in 2022 through an investment vehicle, according to the supplied information.

The UK separately sanctioned HTX earlier this year over alleged connections to Russia and the publication of unlawful financial promotions. Blockchain analytics firm TRM Labs said HTX rotated hot wallets and funding addresses in an effort to evade the UK restrictions.

Wallet rotation refers to moving operational funds between addresses that an exchange controls. Exchanges use hot wallets to process routine deposits and withdrawals, and changing those addresses can complicate transaction monitoring when compliance teams rely on known address clusters. Blockchain analytics companies often attempt to identify links between old and new wallets through on-chain transaction patterns.

Binance’s planned treatment of HTX therefore goes beyond a simple name-based block. Its warning that transactions involving the listed entities may lead to compliance reviews suggests the company is preparing to examine connections that can appear through wallet activity as well as direct platform labels.

The phased schedule gives users dates against which to assess transfers, but it also draws a clear line around counterparties that Binance considers incompatible with its compliance obligations. After Aug. 23, users dealing with the largest group of named providers could face interruptions if they continue using Binance as a route for deposits or withdrawals connected to those services.
