3iQ partners with Bhutan on Bitcoin mandate

3iQ Corp. will manage a dedicated investment mandate funded by part of Gelephu Mindfulness City’s Bitcoin treasury under a strategic partnership announced July 30, placing a portion of Bhutan-linked digital-asset reserves into an externally managed structure designed to support the development of the southern Bhutanese Special Administrative Region.

The agreement connects Gelephu Mindfulness City’s ambition to build a digital offshore financial hub with 3iQ’s digital-asset management operations. The parties said the arrangement includes local hiring, knowledge transfer and a long-term operational presence in Gelephu, alongside work to develop institutional-grade digital-asset management infrastructure in the city.

Neither party disclosed the value of the mandate, the number of Bitcoin involved, the investment strategy, custody arrangements or performance targets. Those details will determine how much of the city’s treasury is placed under active management and whether the structure is focused primarily on yield generation, long-term holdings, liquidity management or a combination of approaches.

A new use for Bhutan-linked Bitcoin reserves

The mandate follows a December 2025 announcement that up to 10,000 Bitcoin could be allocated to help finance Gelephu Mindfulness City’s development. The July agreement describes the 3iQ relationship as a subsequent step involving a portion of those reserves.

That framework moves beyond holding Bitcoin as a treasury asset. A professionally managed mandate could give Gelephu Mindfulness City a way to deploy reserves within defined risk and governance parameters while retaining exposure to the asset. For a region seeking to establish financial-services capacity, the arrangement also creates a practical test case for the operational systems needed to handle large digital-asset positions.

Blockchain analytics platform Arkham Intelligence has tracked wallets associated with Bhutan holding roughly 5,400 Bitcoin, valued at approximately $374 million at prices prevailing before August. Public wallet data can identify on-chain balances and transfers, though it does not necessarily show the legal ownership, restrictions or off-chain arrangements governing every asset connected to a state-linked entity.

The difference between the 10,000-Bitcoin allocation referenced in Gelephu Mindfulness City’s December announcement and the Bitcoin total tracked in identified wallets leaves open questions about how reserves may be held, allocated or administered across the project. The new announcement does not link a specific on-chain address to 3iQ’s mandate.

3iQ to establish operations in Gelephu

Gelephu Mindfulness City said it chose 3iQ based on the firm’s operating history in digital-asset management. Founded in 2012, 3iQ offers managed accounts and exchange-traded products linked to cryptoassets. The company is a subsidiary of Coincheck Group N.V., which trades on Nasdaq under the ticker CNCK.

The partnership calls for more than the management of a Bitcoin allocation. 3iQ is expected to invest in local capabilities and transfer technical and operational knowledge to people working in Gelephu. That approach would give the region access to experience in portfolio operations, asset servicing, product design and the compliance processes required by institutional digital-asset businesses.

For Gelephu, an external manager with established products can help accelerate the construction of a financial-services ecosystem without requiring the city to build every function from scratch. The region would still need to establish its own rules for licensing, custody, fund administration, market conduct and consumer protections if it intends to attract a wider range of digital-asset businesses.

The agreement also gives 3iQ an operating foothold in a jurisdiction that is designing its regulatory and commercial identity around digital finance. The company said it will support Gelephu’s plans through ongoing local operations rather than treating the arrangement solely as an offshore asset-management contract.

Gelephu’s financial-hub plans take a concrete form

Gelephu Mindfulness City is being developed as a Special Administrative Region in southern Bhutan, with an economic model that combines innovation and financial services with the country’s stated emphasis on sustainability and mindfulness. The city has said renewable energy will be part of its development strategy, a relevant consideration for a project tied to Bitcoin reserves in a country known for hydropower resources.

Its stated goal of becoming a digital offshore financial hub puts it in competition with other jurisdictions seeking companies involved in tokenization, virtual assets, financial technology and cross-border capital services. Such hubs depend less on branding than on whether they can offer clear legal rules, credible supervision, skilled employees and reliable infrastructure.

The 3iQ mandate gives Gelephu a tangible financial relationship around which those systems can be developed. Managing public or public-linked Bitcoin through an outside firm requires clear authority over assets, decision-making standards, controls over counterparties and reporting arrangements. These are the same foundations that prospective institutional clients would look for before committing capital or operations to a new jurisdiction.

Treasury management replaces a simple holding strategy

Bhutan has become one of the more closely watched state-linked Bitcoin holders, largely because of its reported connection to mining powered by domestic renewable energy. A managed mandate would add a different dimension to that position: reserves could be used as part of a regional development and financial-services strategy rather than remaining solely on government-controlled wallets.

The arrangement does not establish that Bitcoin will be sold, lent, staked, pledged as collateral or moved into any particular investment vehicle. It also offers no basis for predicting an effect on Bitcoin’s market price. Large on-chain transfers can draw market attention, but wallet movements alone do not reveal the purpose or terms of an asset-management relationship.

For Gelephu Mindfulness City, the more immediate measure will be execution. The partnership’s value will depend on whether 3iQ can build local capabilities and whether the region can convert a Bitcoin-backed mandate into durable financial infrastructure, regulatory credibility and jobs within southern Bhutan.
