US imposes export controls on Anthropic models

The U.S. government has imposed export controls on Anthropic’s advanced AI models, Fable 5 and Mythos 5, forcing the company to disable access for users worldwide after officials flagged potential national security risks. The move followed a rapid 24-hour dispute, with authorities warning the models could be used to identify software vulnerabilities.

Anthropic said it had no choice but to comply, citing legal obligations tied to the restrictions.

Emergency calls and failed compromise

Senior officials, including Treasury Secretary Bessent, Commerce Secretary Lutnick and White House cybersecurity chief Cairncross, held urgent discussions with Anthropic CEO Dario Amodei. The talks were triggered by a warning from Amazon CEO Andy Jassy, who told the White House that the model’s safeguards might be bypassed.

Officials pushed for a voluntary withdrawal, but after Anthropic declined to act immediately, the administration invoked national security powers. One official described the export controls as a last resort after hours of negotiations.

Anthropic said it was given about 90 minutes to comply and lacked detailed information about the alleged threat.

Dispute over model vulnerabilities

The company argued that the reported flaws did not constitute a full “jailbreak” and maintained that its safety systems remained effective. It added that no universal method exists to bypass its protections and that preventing all limited exploits is not currently feasible.

U.S. officials were not convinced. One source said Amodei had been warned he was making a poor decision by resisting a temporary suspension.

Amazon declined to provide details but confirmed it regularly shares potential technology risks with authorities. Sources said the company had submitted findings to the National Security Agency, which deemed them serious enough for further scrutiny.

Rare use of export controls on software

The action marks a significant shift in how U.S. authorities regulate artificial intelligence, extending export controls beyond hardware to advanced software systems. Officials are increasingly treating frontier AI models as dual-use technologies, similar to encryption tools and advanced semiconductors.

The restrictions came just days after Fable 5 launched publicly. The model had previously been cleared by safety institutes in the United States and United Kingdom.

Broader oversight taking shape

The fallout underscores growing government oversight of advanced AI. Earlier this year, Anthropic had already limited access to its Mythos model, citing risk concerns, prompting further engagement with regulators.

A new policy trend is emerging, with the White House encouraging pre-deployment reviews of powerful systems before public release. Officials said innovation remains a priority but cannot come at the expense of security.

Former White House AI director David Sacks supported the decision, saying the goal is to ensure flaws are fixed quickly so restrictions can be lifted.

The incident introduces new uncertainty for companies operating at the front edge of AI development. The speed of the decision, and the government’s ability to force a global shutdown, highlights how centralized oversight can directly affect access to widely distributed digital services.

Amazon’s involvement adds complexity, showing that even major backers of AI firms are willing to raise concerns with regulators. The event signals that partnerships alone do not insulate companies from intervention.

Traders are now likely to reassess risks tied to firms developing or relying heavily on advanced AI, particularly those based within a single jurisdiction.
