Flipster secures Dubai license to operate

Flipster has received a full operational Exchange license from Dubai’s Virtual Assets Regulatory Authority (VARA), enabling the cryptocurrency trading platform to offer regulated virtual asset services in the United Arab Emirates through its local entity, Flipster FZE.

The authorization, listed as License No. VL/26/07/002, moves Flipster beyond its earlier market-entry preparations and gives the company permission to onboard UAE customers under Dubai’s virtual asset regulatory framework. Its initial local offering will focus on spot trading, with the company planning to expand access over time.

The approval places Flipster among the firms permitted to operate within VARA’s licensing regime, which governs virtual asset activity in Dubai. For a platform founded in 2023, the license provides a formal route into a market where regulatory authorization has become a central requirement for companies seeking to serve retail and institutional cryptocurrency users.

UAE launch begins with spot trading

Flipster said its first UAE rollout will center on spot trading, allowing customers to buy and sell supported digital assets directly rather than through derivative contracts. The company did not provide a launch date, specify which tokens will be available, or disclose expected customer onboarding volumes.

The decision to begin with spot products gives Flipster a more straightforward entry point under the new authorization. Spot trading is generally the foundation of an exchange’s retail offering, while more complex products can involve additional suitability, disclosure, and risk-management considerations.

The company said UAE access is intended to grow gradually, while its wider goal is to make services available to a broader global user base. It did not outline which additional jurisdictions or services could follow the initial local launch.

Flipster’s announcement also referred to real-world asset perpetuals, products that give users exposure to traditional asset categories through perpetual contracts in supported jurisdictions. Perpetuals are derivatives with no expiry date, and they can allow traders to take positions linked to an underlying asset without holding it directly.

Whether those products will be offered to UAE customers will depend on the permissions, conditions, and product scope attached to the local operation. Flipster’s announcement identified spot trading as the initial focus rather than setting out a UAE derivatives timetable.

License follows May market-entry announcement

Flipster first announced its Middle East expansion plans in May 2025, when it appointed Benjamin Grolimund as general manager of Flipster FZE. The VARA authorization now gives that local entity the ability to begin delivering regulated services in the UAE.

Grolimund’s appointment came during the company’s preparatory phase, before the operational license was announced. The move established a Dubai-based leadership structure as Flipster sought to enter a market built around dedicated virtual asset rules rather than a general financial-services framework alone.

VARA oversees licensing, compliance, and supervision for virtual asset companies operating in Dubai. Its framework covers activities including exchanges, custodians, brokers, and advisory businesses, with firms expected to hold the relevant authorization before offering services covered by the regime.

For Flipster, the operational Exchange license changes the practical status of its Dubai operation. The company can now move from establishing a local presence and preparing for authorization to serving customers within the terms of its VARA approval.

A regulated route into a competitive market

Dubai has become a significant base for cryptocurrency businesses seeking a regulated regional presence, drawing platforms, service providers, and blockchain-focused firms that want to operate under a dedicated virtual asset rulebook. That setting also means new entrants face established competitors and a customer base with increasing expectations around compliance, asset protection, and product transparency.

A VARA license does not by itself determine the range of products a company will ultimately offer or how quickly it will gain customers. Flipster will need to translate its authorization into a practical local service, including supported assets, deposit and withdrawal arrangements, account eligibility rules, fees, and customer support.

The announcement did not set out Flipster’s custody model, local banking relationships, insurance arrangements, or specific safeguards for client assets. Those operational details can shape how users assess an exchange alongside its regulatory status, especially when comparing platforms that offer similar spot-market access.

Users considering a newly available service will also need to review the terms governing any products offered through the UAE entity. Exchange licenses can cover defined activities, while access to particular derivatives, token listings, leverage features, or cross-border services may vary by jurisdiction and customer classification.

Compliance becomes part of the customer experience

Operating under VARA’s framework will require Flipster FZE to maintain compliance processes appropriate to a regulated virtual asset business. In practice, that is likely to include customer identity verification and transaction monitoring requirements, alongside controls designed to meet local anti-money-laundering standards.

Such procedures may make account opening more formal than on offshore platforms that have historically served users with lighter onboarding requirements. They also provide a clearer regulatory perimeter for customers using the local service, with a named Dubai entity and a publicly listed license number attached to the operation.

Flipster’s license gives the company a legally authorized starting point in the UAE, but the commercial test will begin with execution: how quickly it launches spot trading, how its available assets and pricing compare with other regulated platforms, and whether it can offer local users a service that matches the standards implied by a VARA-regulated operation.
