Benchmark cuts Coinbase forecast as US policy shifts

Benchmark lowered its second-quarter revenue forecast for Coinbase, reflecting a softer cryptocurrency trading backdrop, but kept a bullish view on the stock because of potential regulatory changes in the United States that could reshape the digital asset market.

The research firm cut its second-quarter revenue estimate for Coinbase to $1.38 billion from $1.51 billion, pointing to weaker trading activity across centralized platforms, lower crypto market capitalization and slower demand for some derivatives products. Benchmark also reduced its full-year 2026 revenue forecast to $6 billion from $6.33 billion.

Despite the near-term cut, Benchmark maintained a $270 price target for Coinbase shares. The stock traded near $172 on Wednesday morning, down about 2% on the day and roughly 27% lower since the start of the year. The price target implies a possible gain of about 57% from that level, underscoring the gap between the firm’s short-term earnings caution and its longer-term view.

Benchmark analyst Mark Palmer said Coinbase’s second-quarter results were likely pressured by a broad decline in crypto trading activity. Centralized exchange spot trading volumes fell about 28% during the quarter, while the total cryptocurrency market capitalization dropped 13%. Trading in perpetual futures also slowed, reducing another important source of market activity.

The downgrade in estimates highlights Coinbase’s dependence on transaction revenue, which still tends to rise and fall with market sentiment. When prices are volatile and traders are active, Coinbase benefits from higher volumes. When market conditions cool, trading fees can quickly come under pressure.

Trading slowdown weighs on Coinbase

Coinbase has worked for years to diversify beyond basic spot trading, expanding into subscriptions, custody, staking, stablecoin-related revenue and institutional services. Even so, transaction revenue remains closely watched because it can still drive sharp swings in quarterly performance.

Benchmark now expects Coinbase’s transaction revenue to fall by more than 5% in the second quarter. That decline reflects the reduced appetite for buying and selling digital assets after a stronger period earlier in the year.

The broader market environment was difficult for major crypto trading platforms during much of the quarter. Bitcoin and Ethereum remained the two most important assets for overall market direction, but trading interest was less consistent than during rallies that previously pushed volumes higher. Smaller tokens also saw uneven activity, while retail participation appeared more cautious.

The slowdown was not limited to spot markets. Perpetual futures, which allow traders to speculate on price movements without an expiry date, also saw weaker activity. These products are a major part of global crypto trading, and reduced demand can indicate lower risk appetite across the market.

For Coinbase, the change matters because its business is highly sensitive to participation levels. The company can benefit from higher asset prices, but revenue is often more directly tied to how frequently traders transact.

June rebound may soften the impact

The quarter was not uniformly weak. Trading activity showed signs of recovery in June, with global spot volumes rising above $1 trillion for the first time since March. That rebound may limit the size of the second-quarter hit, even if it does not fully reverse the earlier weakness.

The June improvement suggests that traders were not leaving the market altogether. Instead, activity appeared to be concentrated around specific periods of stronger price movement and renewed interest in larger digital assets.

That pattern is important for Coinbase because it shows that demand can return quickly when market conditions improve. However, it also reinforces the challenge of forecasting quarterly revenue in a business tied to sentiment, volatility and macroeconomic expectations.

For public companies exposed to crypto trading, the difference between a strong and weak quarter can come down to a few weeks of heavy market activity. A late-quarter pickup can help, but it may not be enough to fully offset two months of subdued trading.

Benchmark’s revised estimate reflects that balance. The firm appears to be acknowledging a weaker operating environment while still seeing reasons for optimism beyond the immediate quarter.

Shares remain under pressure

Coinbase shares have struggled this year, reflecting both company-specific concerns and broader uncertainty in the digital asset market. At around $172, the stock remains well below its levels at the start of the year.

The decline comes even as Coinbase has strengthened its position as one of the most visible listed companies tied to cryptocurrency markets. The company has benefited from rising institutional interest in digital assets, greater use of stablecoins and growing public attention on Bitcoin and Ethereum exchange-traded products.

Still, the stock remains volatile. Shares often move sharply with crypto prices, trading volume data and regulatory headlines. When digital asset markets weaken, Coinbase can be treated as a proxy for the sector, even though its business includes multiple revenue streams beyond trading fees.

Benchmark’s $270 target shows that the firm does not view the recent weakness as the final word on Coinbase’s outlook. However, the lowered estimates also show that the company’s earnings power remains exposed to short-term changes in trading behavior.

Benchmark pointed to policy developments in Washington as a possible turning point for Coinbase and the wider digital asset industry.

The research note cited the Clarity Act, a bill moving through Congress that aims to create a more defined regulatory framework for digital assets in the United States. If passed, the legislation could help determine which agencies oversee different types of crypto assets and trading platforms.

A clearer legal framework could be significant for Coinbase. The company has long argued that U.S. crypto rules remain uncertain and that clearer legislation would help compliant platforms operate with greater confidence.

For traders, regulation could affect which products are available, how platforms handle customer assets and how digital tokens are classified. For companies, it could influence compliance costs, listing decisions, custody rules and long-term business planning.

Benchmark suggested that Coinbase could benefit if the Clarity Act becomes law. A clearer framework could reduce legal uncertainty and potentially make it easier for large financial firms and mainstream market participants to engage with digital assets.

Ethics language adds to policy focus

The research note was issued shortly after President Donald Trump approved final ethics language tied to a broader crypto market structure bill. The measure includes provisions restricting federal officials from issuing digital currencies and assigns certain oversight responsibilities to the Department of Justice.

The ethics language is part of a larger debate over how digital assets should be regulated in the United States. Lawmakers have focused on market structure, consumer protection, stablecoins, custody rules and the role of federal agencies.

Crypto policy has become more politically important as digital assets move further into mainstream finance. Bitcoin ETFs have already brought more traditional market access to the sector, while Ethereum-focused products have attracted attention from traders looking for exposure beyond Bitcoin.

Coinbase could be directly affected by these policy changes. As a major U.S.-based crypto platform, the company’s long-term growth depends partly on whether regulation becomes clearer and more workable.

A structured regulatory regime could increase compliance obligations, but it could also reduce uncertainty. That trade-off is central to the market’s view of Coinbase. Stricter rules may raise costs, while clear rules may improve confidence and support broader participation.

Business model faces pressure from lower fees

The broader shift in digital asset trading also raises questions about Coinbase’s revenue mix. Trading fees across the crypto industry have faced pressure as competition grows and traders seek lower-cost venues.

That trend makes recurring revenue more important. Coinbase has been building subscription and services revenue to reduce its reliance on transaction fees. This includes revenue from custody, blockchain rewards, stablecoin activity, interest income and premium services.

A move toward steadier revenue could make Coinbase less vulnerable to short-term volume swings. However, the transition takes time. Transaction revenue can still dominate market expectations during active periods, and any slowdown in trading remains a major concern.

Coinbase chief executive Brian Armstrong has also discussed broader product ambitions, including the possibility of adding stock and options trading to the company’s main platform. Such a move would place Coinbase more directly in competition with traditional brokerage and financial technology firms.

The strategy reflects a broader goal: turning Coinbase from a crypto trading venue into a wider financial platform. If successful, that could increase customer engagement and create new revenue sources. If execution is slow or regulation becomes complicated, the benefits may take longer to appear.

Ethereum funds show demand for regulated access

The digital asset market has also been shaped by strong demand for exchange-traded products. Spot Ethereum funds attracted substantial inflows during their early trading period, showing that traders continue to seek regulated access to major crypto assets.

That demand matters for Coinbase because the company provides services connected to institutional crypto market infrastructure, including custody for some digital asset products. Growth in regulated funds can support the broader ecosystem even when retail spot trading is uneven.

At the same time, exchange-traded products can also change trading behavior. Some market participants may choose to gain exposure through ETFs rather than directly buying tokens on crypto platforms. That can shift some activity away from retail trading fees and toward institutional infrastructure services.

For Coinbase, the effect is mixed. Direct trading activity may face competition from ETFs, but custody and service revenue could benefit from the growth of regulated products.

Custody concerns remain part of the market debate

Benchmark’s revised forecast sends a balanced message. Coinbase faces near-term pressure from weaker trading volumes and lower market activity, but its longer-term outlook could improve if U.S. lawmakers deliver clearer rules for digital assets.

The company’s next phase may depend on two forces moving at the same time. The first is market activity: Coinbase still needs strong engagement from crypto traders to support transaction revenue. The second is regulation: a clearer U.S. framework could help the company expand with less legal uncertainty.

For now, the numbers show a business still tied closely to the crypto cycle. A rebound in trading volumes could improve results quickly, while another slowdown could keep pressure on revenue.

Benchmark’s view suggests that Coinbase remains a high-beta stock tied to both digital asset prices and policy outcomes. The firm’s reduced revenue estimates reflect the current market slowdown, but its price target shows continued confidence that regulatory clarity and product expansion could support stronger performance over time.
